Tomorrow, on 17 November at 12 pm, at its premises, Human Rights Action will present a Draft Reform of the Law on liability for violation of honor and reputation to the media, drafted by HRA working group, which, in short, proposes a complete decriminalization of defamation and insult – the deletion of Chapter XVII of the Criminal Code, the proposal for the introduction of two new criminal acts:
Preventing a journalist in performing his/her professional duties and Assault on a journalists while performing his/her professional duties, as well as slight changes and significant amendments to the Media Law.
Keeping in mind the opinion of the European Commission that “the laws and practice regarding defamation must be fully in line with the case-law of the European Court of Human Rights”, we hope that our proposal will draw the attention of the Government and other stakeholders to the regulation of freedom of expression in Montenegro in accordance with European standards.
Speakers at the press conference shall be: Tea Gorjanc Prelevic, project editor and HRA executive director, and members of the working group – Tamara Durutovic, lawyer, and Veselin Radulovic, lawyer.
