Human Rights Action (HRA) was very pleased to learn that the construction of housing for the most vulnerable families from settlement Zvjerinjak in Nikšić had been initiated.
We are glad that the Municipality of Nikšić has accepted our proposal that the objects should be built on existing foundations at the municipal land in Gračanica. We expect the construction of three objects to be finished as soon as possible, so that the families can spend the winter in their new homes.
Please note that the Municipality of Niksic is still looking for donors for the missing amount of 40,000 €, in order to build a fourth house necessary to ensure that all inhabitants of Zvjerinjak in need receive appropriate housing. HRA already attempted to provide donations from local construction companies, but unfortunately without success.
HRA would like to emphasize that the plan for permanent housing of the most vulnerable families from settlement Zvjerinjak is a good example of respecting the right to adequate housing as guaranteed by the International Covenant on Economic, Social and Cultural Rights, binding to Montenegro to provide alternative accommodation for people that may become homeless due to forced eviction. HRA reminds that the Committee on Economic, Social and Cultural Rights expressed their interest in this case, and that the state now has something concrete to show the Committee while presenting the state report in November this year.
HRA will continue with its efforts to establish a system for timely and appropriate resolution of housing problems of the most vulnerable people in the state and all local governments.
