The European standard of absolute prohibition of ill-treatment in case of police torture requires the state prosecutor to provide an independent and effective investigation.
Therefore CSOs Human Rights Action, Juventas, Women Rights Center, Montenegrin LGBTQ Association “Queer Montenegro” and Institute Alternative urged the Supreme State Prosecutor of Montenegro to urgently investigate all cases of police brutality following the protests in Podgorica on Saturday 24 October, in particular the case of beating Miodrag Martinović and destroying his car, the video recording of which became known to the Montenegrin public, the police and state prosecution as of Sunday 25 October, and to publish names of police officers suspected of committing this crime urgently.
The CSOs expect the Supreme State Prosecutor to immediately inform the Government and Montenegrin public and prosecute those in police responsible according to command structure for the ineffectiveness of the investigation if the police does not cooperate with the prosecutor’s office in this investigation, as was the case in some of the most remarkable cases of unpunished police torture in Montenegro.
